why do british library reading room desks have a ring in the middle

regardless of its actual reason it looks like a chain point for a leash
a british library reading room desk, perpendicular to the desk surface is a surface for some electrical sockets, and a metal ring / loop in the middle. it looks like one can hook carabiners on it
